Försäkringskassan and Arbetsförmedlingen consider the employee's work capacity in relation to the labour market as a whole - should the employee change jobs? If there is an opportunity for the employee to work for another employer, the employee is released from his or her regular job.

Försäkringskassan and the Arbetsförmedling review the work capacity. If they find that the employee is able to work, it is the employer's responsibility to provide work.
